A. This title shall be known as the Pima County Traffic and Highway Code."
B. There shall be established the county department of transportation and flood control district. All reference to the Pima County highway department shall be considered as reference to the county department of transportation and flood control district. For the purpose of clarifying the applicable areas covered in this code, the department of transportation and flood control district shall be split into two separate titles. This title shall be referred to as Traffic and Highways and Title 16 shall be known as Floodplain Management."

The following definitions apply to this title unless the context otherwise requires:
A. "Alley" means any highway, as defined in this section, having a width of twenty-five feet or less and not provided with a sidewalk or sidewalks.
B. "Board" means the board of supervisors of the county.
C. Code.
1. "This code" means the entire Pima County Code unless some other code is specified.
2. "This title" means the Pima County Traffic and Highway Code unless some other code is specified.
D. "County engineer" means the director of the Pima County department of transportation or designee.
E. "Highway" means the entire width between boundary lines of every way set apart for public travel when any part thereof is open to the use of the public for purposes of vehicular travel.
F. "Pedestrian" means any person afoot.
G. "Road" has the same meaning as "highway."
H. "Street" has the same meaning as "highway."
I. "Time" means Mountain Standard Time.
J. "Traffic engineer" means the county engineer.
K. "Vehicle" means every device or animal by which any person or property is or may be transported or drawn on a street or highway, excepting devices used exclusively on rails.
