§ 31.117 CHARGE OF CONSTRUCTION AND CARE OF STREETS, ALLEYS, SIDEWALKS, AND DRAINS.
   The Director of Public Services shall have charge of the construction and care of all public streets, alleys, and sidewalks in the village, and have charge of keeping the same clean. He shall see to it that all gutters and drains therein function properly, and that the same are kept free from defects.

§ 31.118 SUPERVISORY CAPACITIES.
   (A)   Waterworks. The Director of Public Services shall have supervision over the waterworks system of the village, and over all employees and apparatus connected therewith.

   (B)   Lighting. The Director of Public Services shall supervise the lighting of the public streets and alleys, and shall keep the lighting system in efficient operation and good repair.

   (C)   Sewers and drains. The Director of Public Services shall have charge and supervision over the sanitary and storm water sewer systems of the village including the sewage disposal plant.

   (D)   Employees. All officers or employees assigned to the Department of Public Works shall perform their duties subject to the supervision of the Director of Public Services.

§ 31.119 CUSTODIAN OF MUNICIPAL PROPERTY.
   The Director of Public Services shall be the custodian of all property of the municipality which is not assigned to the care or custody of any other officer.

§ 31.130 VILLAGE MAY RETAIN SPECIAL COUNSEL.
   The Village President, with the consent of the Board of Trustees, may from time to time retain an attorney to represent or advise the village on legal matters; and he may likewise retain special counsel to advise or represent the village on special matters or to assist the attorney for the village.

§ 31.131 SUITS AND ACTIONS.
   The Village Attorney shall prosecute or defend any and all suits or actions at law or equity to which the village may be a party, or in which it may be interested, or which may be brought against or by, any officer of the village on behalf of the village or in the capacity of such person as an officer of the village.

§ 31.132 ENFORCEMENT OF JUDGMENTS, DECREES.
   It shall be the duty of the Village Attorney to see to the full enforcement of all judgments or decrees entered in favor of the village, and of all similar interlocutory orders.
