The corporate authorities shall make the tentative annual budget conveniently available to public inspection for at least ten days prior to the passage of the annual budget, by publication in the journal of the proceedings of the corporate authorities or in such other form as the corporate authorities may prescribe. Not less than one week after the publication of the tentative annual budget, and prior to final action on the budget, the corporate authorities shall hold at least one public hearing on the tentative annual budget, after which hearing or hearings the tentative budget may be further revised and passed without any further inspection, notice or hearing. Notice of this hearing shall be given by publication in a newspaper having a general circulation in the village at least one week prior to the time of the hearing.

VILLAGE ADMINISTRATOR
(A) The Village Administrator shall be appointed by the Village President subject to the advice and consent of the Village Board of Trustees. The Village Administrator shall be chosen on the basis of executive, administrative and academic qualifications; with special reference to actual experience in and knowledge of accepted practices in the field of local government management and with respect to the duties of the position as hereinafter set forth. The Village Administrator shall have a bachelors degree and responsible administrative experience.
(B) At no time shall an appointment or employment agreement exceed the term of the Village President currently holding office.
(C) The rate of compensation of the Village Administrator shall be set by the Village Board and may be adjusted from time to time as the Board deems appropriate. Subject to the terms and conditions of state law and this subchapter, the village and the Village Administrator may enter into an employment contract which specifies in writing the level of compensation of the Village Administrator, fringe benefits including levels of support for the Village Administrator continuing professional education, agreements for separation pay upon termination of the Village Administrator's employment, other appropriate agreements describing the working relationship between the Village Administrator and elected officials, and the Board's performance expectations for the Village Administrator.
(D) During the absence or disability for any reason of the Village Administrator, the Village President may designate some properly qualified member of the village's staff to temporarily perform the duties of the position of the Village Administrator.
(E) The Village Administrator need not be a resident of the village.
