It shall be unlawful for any person to plant or cause to be planted in any parkway within the city, any tree or shrub less than 3 feet from the outer line of the sidewalk. No tree shall be planted in parkways or streets at a distance less than 8 feet from any sidewalk or intersecting street or alley, and no shrub shall be planted in any parkway or any street at a distance less than 25 feet from any crosswalk or intersecting street or alley.
