§ 72.999 PENALTY.
   (A)   General. Any person who shall violate any provision of this chapter for which no other penalty is provided shall, upon conviction, be subject to penalties as provided in § 10.99 of this code.
   (B)   Parking violations.
      (1)   Any person who shall violate or fail to comply with the provisions of §§ 72.015 et seq. may pay the city within 48 hours of the time an offense was committed the sum of $10 or by paying the city after 48 hours of the time the offense was committed the minimum sum of $15. The minimum sum to be paid after 10 days of the time of the offense was committed shall be $25. This money shall be deposited with the City Treasurer and placed in the city’s general fund.
      (2)   However, if any person either neglects or willfully refuses to pay those sums as hereinabove provided within 32 days of any such violation of § 72.054 of this code, he or she shall be guilty of a petty offense and shall be liable for a fine of not less than $1 nor more than $750 for each separate offense.

   (C)   Emergency snow routes. Any operator of a vehicle who shall violate the provisions of §§ 72.035 et seq. shall, upon conviction thereof, be fined in an amount of not less than $75 nor more than $750.

   (D)   Parking meters.
      (1)   Any person who shall violate or fail to comply with any of the provisions of §§ 72.050 et seq. with the exception of § 72.054, or who shall counsel, aid, or abet any such violation or failure to comply, shall be deemed guilty of an offense and shall be punished by a fine of not to exceed $50 or by imprisonment for not to exceed 30 days, either or both penalties to be imposed at the discretion of the court.
      (2)   (a)   Any person who shall violate or fail to comply with the provisions of § 72.054 may pay to the city within 48 hours of the time the offense was committed the sum of $5 or by paying the city after 48 hours of the time the offense was committed the minimum sum of $15. The minimum sum to be paid after 10 days of the time of the offense was committed shall be $25. These payments shall be deposited with the City Treasurer and placed in the city’s general fund.
         (b)   However, if any person either neglects or willfully refuses to pay those sums as hereinabove provided within 32 days of any such violation of § 72.054, he or she shall be guilty of a petty offense and shall be liable for a fine of not less than $1 nor more than $750 for each separate offense.

   (E)   Parking penalties; procedures.
      (1)   Any person accused of a violation of an ordinance prohibiting parking a vehicle in a designated area or restricting the length of time a vehicle may be parked there, may settle and compromise the claim against him or her for that illegal parking by paying to the city the sum of $5 within 48 hours of the time the alleged offense was committed or by paying to the city after 48 hours of the time the offense was committed the minimum sum of $10. These payments may be made at the designated deposit boxes or the City Clerk’s office and the money shall be promptly turned over to the Treasurer to be used in the manner provided for the disposition of fines for traffic violations.
      (2)   The members of the Police Department are hereby authorized to refrain from instituting a prosecution for the alleged offense involved.
      (3)   This division (E) shall not apply to persons parking a vehicle so as to obstruct the entrance or exit of any place where Police or Fire Department apparatus or other emergency equipment is kept or housed, or so as to block an emergency entrance into a hospital. This division (E) shall not apply to any person charged with parking a vehicle so as to entirely obstruct traffic in any street or alley or parking in such a way as to reduce traffic on an arterial street to 1-way traffic only; nor to any person who refuses to move a vehicle illegally parked at the request of any member of the Police Department.
