§ 35.08 DUTIES OF DEPARTMENT MEMBERS.

   It shall be the duty of the members of the Police Department to see to the enforcement of all of the ordinances of the city and all statutes applicable therein, and to preserve order and prevent infractions of the law, and arrest violators thereof.

§ 35.09 CONDUCT OF MEMBERS.

   It shall be the duty of every member of the Police Department to conduct himself, or herself, in a proper and law-abiding manner at all times, and to avoid the use of unnecessary force. Each member of the Department shall obey the orders and directions of his or her superior.

§ 35.10 WITNESS FEES; DISPOSITION.

   Every member of the Police Department shall appear as a witness whenever this is necessary in a prosecution for a violation of an ordinance, or of any state or federal law. No such member shall retain any witness fee for service as witness in any action or suit to which the city is a party; any fees paid for these services shall be turned over to the Chief, who shall deposit the same with the City Treasurer.

§ 35.11 RULES AND REGULATIONS.

   The Chief of the Police Department may make or prescribe such rules and regulations as he or she shall deem advisable; these rules, when approved by the Council, shall be binding on the members. These rules and regulations may cover, besides the conduct of the members, uniforms and equipment to be worn or carried, hours of service, vacations, and all other similar matters necessary or desirable for the better efficiency of the Department.

§ 35.12 OTHER DIVISIONS.

   With the approval of the Mayor, the Chief of Police may establish a detective division or other special division within the Police Department, assigning such policemen or policewomen to that division, and designating such duties therefor, as may be deemed necessary.

§ 35.13 MISTREATMENT OF POLICE DOGS UNLAWFUL.

   It shall be unlawful for any person to willfully or maliciously torture, torment, beat, kick, strike, mutilate, injure, disable, or kill any dog used by the City Police Department in the performance of the functions or duties of that Department or to interfere with or meddle with any such dog while being used by the Department or any officer or member thereof in the performance of any of the duties or functions of the Department or of the officer or member. Any person violating any provision of this section shall be deemed guilty of a misdemeanor and subject to the penalty set out in this code.

§ 35.14 POSITION OF DEPUTY CHIEF CREATED.

   The position of Deputy Chief is hereby created, to be appointed by the Chief of Police, pursuant to the provisions of ILCS Chapter 65, Act 5, § 10-2.1-4.

POLICE PENSION BOARD

§ 35.25 COMPOSITION; APPOINTMENT; TERMS.

   There shall be a Police Pension Board consisting of 5 members. Of these members, 2 shall be appointed by the Mayor, with the consent of the Council, to serve a term of 2 years each; 2 shall be elected from the regular police force of the city; and 1 shall be elected from the beneficiaries of the pension. Each member shall serve for 2 years, and elected members shall be selected in the manner provided by law.
