In the event of an emergency, the Mayor shall have the following powers:
(A) The power and authority to proclaim a state of emergency exists in the city;
(B) To contract with other units of government for the use of manpower and equipment;
(C) To contract with private industry, leasing services, manpower and equipment;
(D) To order all city employees to immediate active duty;
(E) To order city departments to concentrate their manpower and equipment in a given area or areas;
(F) To authorize any city-owned or leased property to be made available as emergency shelters, food and water service and dispensing areas, hospitals, morgues, bases of operations, and the like;
(G) To order city employees and equipment to be utilized in the transportation of equipment, supplies, food, water, materials, messages, and the like from place to place to assist any governmental, Red Cross, or like charitable agency operating within the city;
(H) To terminate ordinary city services;
(I) To terminate the operation of any city licensed business;
(J) To order a curfew for the general public or any segment of the general public in all or any portion of the city;
(K) To close any street, park, or public facility within the city;
(L) To authorize agents of the city access to private property to perform damage assessments; and
(M) Such other orders as are imminently necessary for the protection of life and property.

In the event that the Mayor, for any reason, is unable or unavailable to perform the duties of office during a state of emergency, the duties shall be performed by a Mayor Pro Tem. If circumstances prohibit the City Council from convening to appoint a Mayor Pro Tem, the Mayor Pro Tem shall be the most senior member of the City Council available.

COMMISSIONER OF ACCOUNTS AND FINANCES
The Commissioner of Accounts and Finances shall be Superintendent of the Department of Accounts and Finances, and shall have supervision over and direction of all accounts and finances of the city, and shall have charge of and supervision and direction over all records of the city and all officers, boards, and departments insofar as the accounts and records of the city are concerned.

He or she shall audit, or cause to be audited, at frequent intervals, the accounts and records of officers or employees of the city who may receive or disburse money, and shall see to it that the annual audit required by statute is made.

He or she shall inspect, or cause to be inspected, all records or accounts required to be kept in any of the offices or departments of the city, insofar as the accounts and finances of the city are concerned, and shall, at least once in every month, report the result of this inspection to the Council, with such recommendations as he or she shall see fit to make.
