He or she shall collect, or cause to be collected, all claims, demands, license fees, inspection fees, franchise taxes, fines, penalties, forfeitures, rentals, or money, which may be due or become due to the city, except as otherwise provided for by statute, and all amendments thereto, and except as otherwise provided by law.

The City Treasurer, the City Clerk, and the budget director/office manager, and their respective offices and departments, all officers, assistants, and employees therein, all clerical employees in City Hall, and all bookkeepers and accountants, are hereby distributed and assigned to the Department of Accounts and Finances and shall be under the supervision and direction of the Commissioner thereof.

He or she shall require that every officer or employee having the care or custody of funds of the city shall, before entering upon the duties of their respective offices, give bond to the city, according to law, with good and sufficient security, and in the amount as the Council shall by ordinance or resolution prescribe.

COMMISSIONER OF STREETS AND PUBLIC IMPROVEMENTS
The Commissioner of Streets and Public Improvements shall be Superintendent of the Department of Streets and Public Improvements and shall have charge of, and supervision over, and direction of the cleaning of streets, avenues, alleys, and public places; traffic maintenance operations; park maintenance operations; the construction and reconstruction of all street improvements, sidewalks, crosswalks, drains, ditches, gutters, culverts, crossing bridges, viaducts, subways, and other improvements, and of the repair thereof, except when the improvement or repairs are paid for by special assessments.
