§ 74.02 COMPLIANCE WITH PARKING CONTROL DEVICES REQUIRED.
   It shall be a violation of this subchapter for any person to stop, stand or park a vehicle in a manner other than that required by the parking control device placed at that location and as authorized by this chapter.

§ 74.03 PARKING IN RESTRICTED AREAS DURING SPECIAL EVENTS.
   (A)   The Chief of Police or his or her designee is hereby authorized to grant permission to persons requesting to park in restricted areas in the city for special events or times throughout the year. All requests for such permission shall be sent in writing to the Chief of Police or his or her designee on a form prepared by the city for such purposes. Such form shall contain a hold harmless provision approved by the City Attorney.
   (B)   In no event shall such special permit parking obstruct the free flow of vehicular traffic in the area where permitted, usurp any of the traveled portion of the street, nor be allowed in an area where the public safety would warrant a prohibition of such parking.
   (C)   The following parking restrictions contained in the city code and in state law may not be waived by the granting of this special request:
      (1)   Within fifteen (15) feet of a fire hydrant;
      (2)   In a safety zone;
      (3)   In a fire lane or fire zone;
      (4)   Within twenty (20) feet of a crosswalk or intersection;
      (5)   In front of a private driveway not owned by the applicant nor any public driveway; and
      (6)   In an area designated for handicapped parking.

§ 74.04 TEMPORARY PARKING.
   (A)   Nothing herein is to prohibit the reasonable parking and use of any vehicle or equipment at a location while performing lawful and authorized work, public or private, at the location, including:
      (1)   Tradesmen performing service work or making deliveries of merchandise.
      (2)   Public utility service work.
      (3)   Temporary parking for the purpose and actual performance of loading or unloading a vehiclein preparation for or upon return from the use of said vehicle. However, any vehicle so parked shall be kept in the driveway where possible.
   (B)   Authorized emergency vehicles being operated by on-duty personnel shall not be subject to the provisions of this chapter, regardless of whether such vehicle is actively involved in an emergency response.

§ 74.05 PARKING SO AS TO FACE ONCOMING TRAFFIC PROHIBITED.
   It is unlawful to park any vehicle on any street, right-of-way or swale area in such a manner as to face oncoming, opposing traffic, whether or not curbing is present.

§ 74.06 PARKING FOR CERTAIN PURPOSES PROHIBITED; TOWING.
   (A)   No person shall park a vehicle upon any street for any purpose set forth below. No persons shall park a vehicle upon private property or upon any private or public parking area for any of the purposes set forth below unless that person is the owner of or has the written permission of the owner of such property.
      (1)   Washing, greasing or repairing such vehicle, except repairs necessitated by an emergency;
      (2)   Displaying advertising;
      (3)   Selling merchandise from such vehicle except in a duly established market place or when so authorized or licensed under the ordinances of this municipality; or
      (4)   Storage or as junkage or dead storage for more than twenty-four (24) hours.
   (B)   A vehicle parked on private property which is advertised for sale, is displaying advertising, or is selling merchandise, shall not in any event be left in the same location for more than two (2) days during any thirty (30) day period of time.
   (C)   Any vehicle ticketed pursuant to division (A) or (B) of this section, is subject to towing when the vehicle is not removed from the area within twenty-four (24) hours from the issuance of the ticket.

§ 74.07 PARKING ADJACENT TO SCHOOLS.
   When signs are erected giving notice thereof, no person shall park upon either or both sides of any street adjacent to any school.

§ 74.08 PARKING, STANDING NEAR HAZARDOUS OR CONGESTED PLACES.
   When official signs are erected at hazardous or congested places, no person shall stop, stand or park a vehicle in any such designated place.
