If it is determined that an emergency exists by reason of the continuing maintenance of the nuisance, the city may perform any action that may be required under this chapter without prior notice. The city shall assess the costs as provided in section 4-1-7 of this chapter after notice to the property owner under section 4-1-5 of this chapter, and the hearing provided in section 4-1-6 of this chapter.
