(a) A fifty percent reduction shall be granted to certain persons hereinafter described for permit fees, charges and deposits set forth in the following sections of these Codified Ordinances:

(b) The following persons shall be eligible for the reduction provided for in subsection (a) hereof:
(1) All persons who have attained the age of sixty-two years on their last birthday at the time the permit is applied for or the deposit is required.
(2) All persons whose combined household income is less than eighteen thousand dollars ($18,000) per annum. For the purposes of this section, "household income" means the combined income of all persons who are domiciled at or are residing at the applicant's address. "Income" shall include all payments from any source.
(3) All persons who are handicapped as defined in Section 452.04 of these Codified Ordinances.
"All persons," as used in this subsection, means individuals who are not contractors or subcontractors, or agents or employees of the same.
