The fee for the permit required by Section 1468.01 shall be determined as follows:
(a) If application is made at the time of an application for a general building permit covering the erection of a house or other building, there shall be no additional charge to build or install a fence or fences.
(b) Except as provided in subsection (a) above, a building permit is required for the construction or installation of any fence or wall or similar barrier. The fee for such permit shall be as specified in Chapter 1448.
