(a) No person shall construct, install, continue or connect any house sewer or drain within the lines of any street or other public way or ground without first obtaining a written permit from the Building and Zoning Inspector to do so and no such work shall be commenced or prosecuted unless such permit is upon the ground and in possession of the person in charge of the work. The permit shall be granted on the express condition that the owner or tenant for whose benefit such connection is made, and each succeeding tenant, shall, in consideration of the privilege thereby granted, hold the City harmless for any loss or damage that may in any way result from or be occasioned by such tap or connection.

(b) The fee for the permit required by subsection (a) hereof shall be as provided in Section 1448.03(a) of Part Fourteen - the Building and Housing Code.
(c) In addition to the permit required by subsection (a) hereof, a permit to open any street or other public way or ground or remove any pavement therefrom for the purpose of constructing, installing, continuing or connecting any sewer or drain shall be obtained as provided in Chapter 1020.
