452.11 LOADING ZONES.
   (a)   The Chief of Police is hereby authorized, upon application made by the owner or occupant of any building, to issue a permit to such owner or occupant to mark with paint a portion of the curb not exceeding twenty feet in length in front of such building, at which portion of such curb no person shall stop any vehicle except while discharging passengers or merchandise at stated hours set forth in the permit. Such permit shall designate the portion of the curb to be marked and the time of day during which vehicles may not stop as provided for herein. Each applicant for such permit, upon making application therefor, shall deposit with the Chief a fee of five dollars ($5.00) to cover the cost and expense of issuing such permit.
   (b)   The person to whom a permit as specified in subsection (a) hereof is issued shall be required to display a sign erected on a stanchion set at the curb, setting forth the hours during which vehicles may not stop as provided herein. The stanchion shall carry in words and figures the following: "Permit No.           ," and in the blank space the number of the permit shall be inserted. Such permit may be revoked at any time by the Chief.
