7-4-1: UTILITY STRUCTURE CONSTRUCTION; PERMIT:
It is unlawful for any person to place, build, erect or maintain, any track, pole, conduit, wires, etc., in, on or along any street in the city except under proper permit, franchise or grant, all of which shall be subject to the laws, rules, regulations and ordinances of the city.
