PARKING GENERALLY
§ 73.01 PRIMA FACIE RESPONSIBILITY OF OWNER.
   Whenever any vehicle is parked in violation of any of the provisions of this article prohibiting or restricting parking, the person in whose name the vehicle is registered shall be prima facie responsible for the violation and subject to the penalty therefor.

§ 73.02 PARKING ON SIDEWALKS, DRIVEWAYS AND APRONS.
   Except when necessary to avoid conflict with other traffic or in compliance with directions of a police officer or official traffic sign or signal, no operator of a vehicle shall stop, stand or park the vehicle on any sidewalk (including partial parking), from 7:00 a.m. until 10:00 p.m., except that it is lawful to park across and perpendicular to the path of a sidewalk between the driveway and driveway apron area of a single-family residence during the 24-hour period following a snowfall of more than two inches.

§ 73.03 PARKING ON PARKWAY OR PRIVATE PROPERTY.
   (A)   Except as otherwise provided in this section, or when necessary to avoid conflict with other traffic, or in case of roadway construction, excavation or repair, or within 12 hours following a snowfall of two inches or more, or in compliance with the direction of a police officer or official traffic sign or signal, no person shall stop, stand or park a vehicle on a parkway or in the area between a residence and the roadway.
   (B)   No person shall stop, stand or park a vehicle upon any private parking lot or private property unless authorized by the owner or proprietor thereof.

§ 73.04 DIAGONAL PARKING; PARKING PROHIBITED FOR STREET CLEANING.
   (A)   No operator of any vehicle shall park the vehicle diagonally to the edge of a roadway except where the diagonal parking is permitted by suitable signs and markings.
   (B)   For the purpose of facilitating the cleaning of streets, the Director of Public Works is authorized to erect temporary signs designating the days of the week, the hours of the day and the part of a street in which the parking of vehicles is prohibited during the periods and at the location designated on those signs, as provided in division (A) above.

§ 73.05 DISPLAY FOR SALE AND USE OF VEHICLES FOR BUSINESS PURPOSES PROHIBITED.
   (A)   Property owners within the city shall be allowed to display one vehicle for sale on their property. Any vehicle displayed for sale must be currently licensed, in good repair, driveable and registered at that property address.
   (B)   Other than allowed by this section no person shall park any vehicle within the city for the purpose of displaying it for sale, or park any vehicle upon which merchandise is being offered to the public for sale.
   (C)   Nothing in this section is intended to nor shall restrict any licensed car sales business within the city from conducting their business as allowed by statute and ordinance.

§ 73.06 PARKING OF BOATS AND TRAILERS.
   No person shall park a boat, house trailer or other trailer, or any device designed to be towed by a motor vehicle, on any city street between the hours of 12:00 midnight and 8:00 a.m.
