(A) Council may, from time to time, designate areas in which parking is prohibited, or prohibited during certain hours, or limited in time, or otherwise regulated or restricted.
(B) The Director of Public Works shall erect, install and maintain suitable signs or markings, giving notice of the regulations and restrictions.
(C) No person shall violate or fail to comply with any sign or marking, except that this requirement shall not apply to the driver of any vehicle which is disabled on the paved, improved or main traveled portion of a highway in a manner and to such an extent that it is impossible to avoid stopping and temporarily leaving the disabled vehicle in that position.
