(A) Every vehicle parked in violation of any of the provisions of this section is declared to be a nuisance which may be abated by any police officer by removing and conveying the vehicle to the vehicle pound designated by Council.
(B) Before the owner or person entitled to possession of any legally impounded vehicle may remove the same, he or she shall furnish evidence of ownership or right to possession and shall pay for the cost of towing or removal to the vehicle pound and the cost of vehicle storage for each day or fraction thereof in the pound.
