"Public roller skating rink," as used in this chapter, means a rink or floor, whether opened or enclosed within walls, to which members of the public are admitted, either for a consideration or free of charge, for the purpose of roller skating or to watch a roller skating exhibition, or which is rented or let by the proprietor or owner thereof to groups, clubs or associations of the public for the purpose of roller skating or for the purpose of holding a roller skating exhibition.

No person shall operate a public roller skating rink within the limits of the Municipality without first obtaining a permit therefor from the Director of Finance. Such permit may be revoked at any time. Such permit may be limited as to time within the discretion of the Mayor, but in no event shall it extend beyond one year from the date of issuance. Such permit may be renewed from time to time.

The fee for a permit to operate a public roller skating rink shall be as set forth in Chapter 214 of the Administration Code.
Any permit to operate a roller skating rink within the limits of the Municipality shall be revoked if the operation of such rink by reason of the continual congregation or assemblage of disorderly persons or the occasioning of disorders and noises, disturbs the public peace. This section shall not be construed so as to restrict the Mayor's power to revoke such permit for any reason other than as herein set forth.
