(a) The lead agency and the OEC shall make every reasonable effort to keep involved and interested agencies informed during the environmental review process and to facilitate their participation in such process. If the City Council is involved in an action, staff of the lead agency and/or staff of the OEC shall be made available to explain determinations made by the lead agency to the City Council or the appropriate City Council committee or staff.
(b) Any written information submitted by an applicant for the lead agency to determine whether an environmental impact statement will be required by law, and documents or records intended to define or substantially redefine the overall scope of issues to be addressed in any draft environmental impact statement required by law, shall be transmitted to all affected community or borough boards, where such transmission is required by the Charter.
(c) If the City Council is involved in an action, any written information, documents or records that are required to be transmitted to involved agencies or to affected community boards or borough boards shall be transmitted to the City Council.
