A Local Law to amend the New York City Charter in relation to the establishment of a civilian complaint review board consisting of appointees who are all members of the public, and to repeal section 440 of such charter relating to the review of complaints against members of the police department
Be it enacted by the Council as follows:

§ 2. (a) This local law shall take effect 180 days after its enactment into law.
(b) Notwithstanding any provision of this local law to the contrary, the board shall not begin to exercise any power or take any action authorized by this chapter unless at least three members designated by the council have been appointed, except if the council does not designate at least three members of the board within 180 days of the enactment of this local law.
