A Local Law to amend the administrative code of the city of New York, in relation to the civil liability of vehicle owners for traffic control signal violations and the expiration date of such program.
Be it enacted by the Council as follows:

§ 2. Section 2 of local law number 46 for the year 1989, as amended by local law number 98 for the year 1993, is amended to read as follows:
§ 2. This local law shall take effect immediately and shall expire on [December 1, 1996] December 1, 1999.
§ 3. This local law shall take effect immediately, provided, however, that section two of this local law shall be retroactive to and shall be deemed to have been in full force and effect on December 1, 1996.
