No person having charge or control, in whole or in part, of any exhibition or the property or articles belonging thereto, or of any public theater, concert or public show, other than those excepted in Section 812.03(d) and (e), shall exhibit the same without first obtaining a license therefor, in conformity with the provisions of this chapter. In addition to the penalty provided in Section 804.99, any person who violates or fails to comply with this section shall forfeit and pay the sum fixed for the licensing of such performance given and exhibited in violation of this chapter.
