The Fire Chief and such members of the Fire Division as may be designated by him may summon and compel the attendance of witnesses -to testify in relation to any matter which is a proper subject of inquiry and investigation, and may require the production of any book, paper or document concerning a matter under examination and within the jurisdiction of the Division.
