2.38.030 Board meetings.
   The library board shall meet at least once a month at such times and places as they may fix by resolution. Special meetings may be called at any time by the board president or by three members, provided notice has been given to all members at least twenty-four (24) hours in advance. A majority of the board shall constitute a quorum for the transaction of business. It shall cause a proper record of all its proceedings to be kept.

2.38.040 Board rules.
   The library board shall establish all rules, regulations and bylaws necessary for the administration, governance and protection of the libraries under the management of the board.

2.38.050 System management.
   The library board shall exercise all management authority for operation of a library system in the city, which it may delegate as it sees fit to the city manager.

2.38.060 Annual report.
   The library board shall, on or before the last day of July each year, report to the city council on the condition of the library system as of June 30th preceding, together with a statement of their proceedings for the year then ended, and must, immediately upon publication of such report, forward a copy for filing to the State Librarian.

2.38.070 Title to library property.
   Title to all property acquired for the library shall be and remain in the name of the city, when not inconsistent with the terms of its acquisition.
