2-1-5: DECISIONS:
The zoning board of appeals shall hear and decide all matters presented thereto within a reasonable time. The board may reverse or affirm, wholly or partly, or may modify or amend any order, requirement, decision or determination appealed from to the extent and in the manner the board may decide to be fitting and proper in the premises subject to the provisions contained in the zoning title or in the applicable Illinois statutes. Any absent member of the board who certifies that he has read the transcript of the proceedings before the board may vote upon any question before the board. The concurring vote of four (4) members of the board shall be necessary to reverse any order, requirement, decision or determination of the zoning administrator, to grant a variation from the terms of the zoning title, or to decide in favor of any matter upon which the board is required to pass under the zoning title or any other ordinance.
