A final plan for subdividing shall be approved by the city council only after receipt of a statement signed by the city engineer certifying that the plans and specifications for improvements described herein have been prepared by a registered professional engineer and that construction conforms with the requirements under chapter 6 of this title and meets the minimum requirements of all applicable ordinances of the county and city in compliance with the provisions hereof.
