No person shall operate any snowmobile within the corporate limits of the city unless such snowmobile has been registered and numbered in accordance with the act and unless the certificate or number awarded to such snowmobile is in full force and effect and the identifying number set forth in the certificate is displayed on each side of the cowling of such snowmobile in accordance with the act, which is incorporated herein by reference and made a part hereof.
