The chairperson of the public buildings and grounds committee and the chairperson of the streets and alleys committee are jointly authorized and directed to plant, trim, spray, preserve and remove trees and shrubs within the lines of all streets, alleys and public parks as may be necessary to ensure safety or preserve the symmetry and beauty of such public grounds. The chairpersons of said committees may cause to be removed any tree, shrub or part thereof which is in an unsafe condition, or which, by its nature, is injurious to sewers or other public improvements or is infested with any injurious fungus, insect or other pest.
