7-3-2: DEPOSITS IN PUBLIC WAYS 1 :
No garbage or refuse of any kind shall be deposited in any street, alley or public way, excepting as is provided in this chapter, and no such refuse shall be so placed that it can be blown about or scattered by the wind. (1967 Code § 25.203)
