It shall be unlawful for any person to engage in the business of scavenger or the collection or disposal of animal, human or vegetable refuse or offal without having first obtained a license therefor. The annual fee for such license shall be ten dollars ($10.00). (1967 Code § 23.301; amd. 2010 Code)
