It shall be the duty of the owner or person in custody of any dog kept in the city to have the dog inoculated against rabies at least once each year. The dog owner or custodian shall obtain and keep as a matter of record and shall exhibit or show to any officer of the city a certificate by a veterinarian showing compliance with this section.
