6-2-5: POSSESSION, CONSUMPTION OF ALCOHOLIC BEVERAGES ON PUBLIC WAYS:
   A.   It shall be unlawful for any person to possess an alcoholic beverage, with the seal broken on the container thereof, or consume an alcoholic beverage on any public street, sidewalk, or alley or on any public grounds within the corporate limits of the city.
   B.   Notwithstanding the foregoing, if a request is made to the city council, and the city council approves the specific times, date and location boundaries for a specific onetime event lasting no longer than two (2) consecutive days, it shall be lawful for a person to possess an alcoholic beverage, with the seal broken on the container thereof, or consume an alcoholic beverage, on the designated public street, sidewalk, or alley or public grounds within the corporate limits of the city during the authorized times and dates, subject to issuance of a permit or license by the liquor commissioner.
