6-1-3: DUTIES OF CHIEF:
   A.   The chief of police shall keep such records and make such reports concerning the activities of his department as may be required by statute or city council. The chief shall be responsible for the performance of the police department in all of its functions, and all persons who are members of the department shall serve subject to the orders of the chief of police. The chief of police shall have sole responsibility and authority to hire and discharge any employee of the police department. Upon discharging an officer, the chief of police shall immediately inform the mayor and forward a written detailed report within two (2) business days to the mayor and city council describing such actions.
   B.   If the office of chief of police is vacant, or he/she is unable to perform his/her duties, the city council police committee has the authority to perform the administrative duties assigned to the chief until such vacancy is filled either permanently or by temporary appointment, or when the chief of police is able to continue his/her duties.
