4-10-1: PAWNBROKER DEFINED:
Any person who loans money on deposit or pledge of personal property, or who deals in the purchase of personal property on condition of selling the same back at a stipulated price. (1990 Code)
4-10-2: LICENSE REQUIRED:
The city council may, from time to time, grant licenses to such persons as shall produce to it satisfactory evidence of their good character to exercise or carry on the business of pawnbroker within the city. No person shall exercise or carry on the business of pawnbroker within the city without being duly licensed therefor. (1990 Code)
