Every applicant for a license to act as a pawnbroker within the city shall pay to the city clerk an annual fee of three hundred dollars ($300.00) at the time the application for license is filed. Such license will not be transferable to any person or persons, except upon written consent of the city council. If the application for the license is rejected by the council, the license fee shall be refunded to the applicant. (Ord. 424, 6-15-1953; amd. 1990 Code)
