Every pawnbroker who shall violate or neglect or refuse to comply with any of the provisions of this chapter, where no other penalty is imposed, shall, upon conviction thereof, be subject to a penalty as provided in section 1-4-1 of this code, and in addition to such penalty, the license of any person convicted as aforesaid shall be revoked.
