§ 96.17 SURETY BOND REQUIRED.
   As prerequisite to the issuance of an excavation permit, the person applying for the permit shall file with the City Clerk-Treasurer a surety bond in an amount to be determined by the Board of Public Works and Safety or its designate to be sufficient to defray the cost of maintaining and making the final repairs at the excavation point. The bond shall have sureties satisfactory to the Board of Public Works and Safety or its designate and shall be conditioned on the permittee performing any duties required by this subchapter. For good cause, the Board of Public Works and Safety or its designate may waive the requirement of posting a bond.

§ 96.18 REPAIR OF STREET AFTER EXCAVATION.
   All final repairs to any area after an excavation shall be made in the same manner and within the maintenance period required by the permit, and shall be done by the person who did such excavation.

§ 96.19 OPENINGS TO BE FILLED.
   All openings shall be closed immediately after completion of the work for which the opening is made and openings must be compacted as filled. Tree lawns shall be filled with soil, topsoil and either resodded or reseeded. Sidewalk excavations shall be replaced with concrete with a depth of no less than four inches and at least as wide as the remaining existing sidewalk abutting the excavation. Street and alley excavations shall be backfilled with compacted sand or aggregate with at least the top eight inches thereof consisting of compacted stone and sealed with at least three inches of concrete of blacktop matching the previously existing excavated surface. All of such specifications are subject to the approval of the Board of Public Works and Safety or its designate which may modify the requirements thereof as deemed necessary.

§ 96.20 SAFETY REQUIREMENTS; BARRICADES AND LIGHTS.
   All material removed from an excavation shall be immediately removed from the site if it is not to be reused as fill, and material to be reused as fill shall be laid in a neat pile adjacent and parallel to such excavation extending not more than eight feet to the street from the curb without scattering. All openings must be maintained by the person licensed to make the opening, and proper barricade and danger lights shall be maintained by such person until the excavation has been restored.

VISUAL OBSTRUCTIONS
§ 96.30 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   COMMERCIAL EXIT. Any vehicular exit from any automobile service station, shopping center, store, medical or professional center, or other similar public place.
   CRITICAL VISIBILITY ZONE. The area within which the presence of obstructions to vision such as trees, shrubbery and signs could prevent the driver of a motor vehicle which is stopped behind the stop line of any street, highway, alley or commercial exit at its intersection with all other street or highway from seeing any other vehicle which is approaching on the intersection street or highway and is within 200 feet of the intersection.
   SHRUBBERY.  Any bush, hedge, flowering or ornamental plant, weed growth, low-growing evergreen, or other form of vegetation.
   SIGN. Any temporary or permanent structure, banner, pennant or string of pennants, used for advertising or decorative purposes.
   STOP LINE. The actual obedience line if there be one. If there is none, one shall be assumed to exist four feet before the nearest edge of the intersecting street or highway.
   TREE. A large, wood, perennial plant having a clearly recognizable trunk.
