§ 96.16 PERMIT REQUIRED; APPLICATION; FEE.
   (A)   No excavation shall be made into any street, alley, sidewalk, tree, public right-of-way or public place, or into or through any pavement thereon, until an opening permit therefor shall be granted by the Board of Public Works and Safety or its designate.    (B)   Any person desiring to make an excavation shall file with the City Clerk-Treasurer an application for a permit, which shall definitely state the location for the proposed opening, the purpose thereof, and which shall define the nature of the work to be done, together with a fee as set forth from time to time by the Common Council.
