§ 30.22 PUBLICATION.
   (A)   An ordinance, order, or resolution passed by the Board of Trustees is considered adopted when it is signed by the President of the Board of Trustees. If required by statute, an adopted ordinance, order, or resolution must be promulgated or published before it takes effect.
   (B)   An ordinance prescribing a penalty or forfeiture for a violation must, before it takes effect, be published in the manner prescribed by IC 5-3-1, unless:
      (1)   It is published under division (C); or
      (2)   It declares an emergency requiring its immediate effectiveness and is posted in one public place in each district in the town.
   (C)   Except as provided in division (E), if a town publishes any of its ordinances in book or pamphlet form, no other publication is required. If an ordinance prescribing a penalty or forfeiture for a violation is published under this division, it takes effect two weeks after the publication of the book or pamphlet. Publication under this division, if authorized by the legislative body, constitutes presumptive evidence:
      (1)   Of the ordinances in the book or pamphlet;
      (2)   Of the date of adoption of the ordinances; and
      (3)   That the ordinances have been properly signed, attested, recorded, and approved.
   (D)   This section does not apply to a zoning ordinance or amendment to a zoning ordinance, or a resolution approving a comprehensive plan, that is adopted under IC 36-7.
   (E)   An ordinance increasing a building permit fee on new development must:
      (1)   Be published:
         (a)   One time in accordance with IC 5-3-1; and
         (b)   Not later than 30 days after the ordinance is adopted by the legislative body in accordance with IC 5-3-1; and
      (2)   Delay the implementation of the fee increase for 90 days after the date the ordinance is published under subdivision (1).

§ 30.23 RECORDING ORDINANCES.
   (A)   Within a reasonable time after an ordinance of the Board of Trustees is adopted, the Clerk-Treasurer shall record it in a book kept for that purpose. The record must include:
      (1)   The signature of the executive;
      (2)   The attestation of the Clerk-Treasurer; and
      (3)   The date of each recorded item.
   (B)   The record or a certified copy of it constitutes presumptive evidence of the adoption of the ordinance.

DISTRICT BOUNDARIES
§ 30.35 ESTABLISHING DISTRICTS.
   (A)   District One.
      (1)   District contains all homes bound by the following loop, as well as homes on the north side of Willow Run Drive.
      (2)   Start. Intersection of Summit Street and Elm Street:
         (a)   Travel east on Elm Street to intersection with South Street/SR101;
         (b)   Travel south on South Street/SR101 to Willow Run Drive;
         (c)   Travel east on Willow Run Drive to eastern town boundary;
         (d)   Travel south on eastern town boundary;
         (e)   Travel west on southern town boundary;
         (f)   Travel south on South Street/SR101;
         (g)   Travel west on southern town boundary;
         (h)   Travel north on western town boundary to where Alliger Street would intersect with the of town boundary if extended west;
         (i)   Travel east on Alliger Street to intersection with Mulberry Court;
         (j)   Travel north on Mulberry Court to intersection with Dale Spieth Avenue;
         (k)   Travel east on Dale Spieth Avenue to intersection with Summit Street; and
      (1)   Travel north on Summit Street to return to starting point at intersection with Elm Street.
   (B)   District Two.
      (1)   District contains all homes bound by the following loop:
      (2)   Start. Intersection of Summit Street and Elm Street:
         (a)   Travel east on Elm Street to intersection with South Street/SR101;
         (b)   Travel northwest on South Street/SR101 to intersection with Mulberry Street;
         (c)   Travel south on Mulberry Street to intersection with Forest Street;
         (d)   Travel west on Forest Street to next intersection with the town boundary line just west of Allen Street;
         (e)   Travel south and east along town boundary line continuing to intersection with Alliger Street;
         (f)   Travel east on Alliger Street to intersection with Mulberry Court;
         (g)   Travel north on Mulberry Court to intersection with Dale Spieth Avenue;
         (h)   Travel east on Dale Spieth Avenue to intersection with Summit Street; and
         (i)   Travel north on Summit Street to return to starting point at intersection with Elm Street.
   (C)   District Five.
      (1)   District contains all homes bound by the following loop:
      (2)   Start. Intersection of West South Street and Main Street:
         (a)   Travel northeast on Main Street to intersection with Railroad Street;
         (b)   Travel northwest on Railroad Street to the intersection with Washington Street;
         (c)   Travel north on Washington Street to the intersection with the northern town boundary;
         (d)   Travel along the northern town boundary line and continue to the point where boundary line first intersects with the far eastern boundary of District One;
         (e)   Travel west along District One boundary to intersection with East South St/SR101; and
         (f)   Travel north along East South Street/SR101 to return to starting point.

§ 30.37 INCREASING OR DECREASING TERRITORY.
   The districts described in § 30.35 shall hereafter from time to time be increased or decreased by ordinances either annexing or disannexing territory to the corporate limits of the town.
