A. Placement Of Garbage In Suitable Container: It shall be unlawful for any person to dispose of or place any garbage, rubbish, or landscape waste in any street, alley or sidewalk or any other public place within the Village, nor shall any person dispose of or place any garbage or rubbish on private property, whether owned by such person or not, within the limits of the Village, unless the same shall be enclosed in a suitable container so that it cannot be blown about by ordinary winds.
B. Compost Pile Or Container: Landscape waste may be placed on private property in what is commonly known as a "compost pile" or a container used for composting; provided, however, that such compost pile or container shall not create a public nuisance as a result of smell or otherwise.
