4-1-4: CHARGES FOR SERVICES:
   A.   Liability For Payment; Charges Established:
      1.   The owners, occupants or lessees of the premises to which garbage and refuse disposal services are provided under the terms of this chapter shall be jointly and severally liable to pay for such services supplied to each premises and the garbage disposal service is furnished to the said premises by the Village only upon the condition that the owners, occupants and lessees are jointly and severally liable therefor to the Village.       2.   The service charges to owners, occupants or lessees for collection and disposal of household "garbage" and "rubbish" as herein defined shall be as in this section provided. Every such owner, occupant or lessee of a single detached dwelling shall pay to the Village a sum fixed by the Board of Trustees heretofore or from time to time hereafter, as expenses require for garbage disposal service furnished said household unit.
      3.   The current charges for such garbage disposal service as heretofore fixed by the Board of Trustees are as set forth below:
         a.   The bimonthly service charge per single detached dwelling unit within the Village shall be as follows:
The sum of twenty dollars ninety cents ($20.90) beginning July 1, 2003 through June 30, 2009.
The sum of twenty three dollars forty cents ($23.40) beginning July 1, 2009 through June 30, 2013. (Ord. 1241, 8-13-2003)
      4.   Each two-family dwelling or multiple-family row house, townhouse or apartment house dwelling shall, for the purposes of this chapter, be deemed a multiple single detached dwelling and each unit or apartment shall be charged the same sum as a single detached dwelling.    B.   Billings: Billing for such services shall be as follows:
      1.   Mail To Owner Or Occupant: The bill for such services shall be mailed to the owner of the premises to which the services are supplied or to the individual, whether owner, occupant or lessee, to whom bills are rendered for water services furnished by the Village, at the option of the Village. The owner of the premises can direct the Village Treasurer to bill the occupants or lessees of the subject premises for such services, but shall remain liable for the payment thereof.       2.   Billing Periods; Late Charges:
         a.   Bimonthly Billings: The Village Treasurer shall mail billings to each such owner, occupant or lessee between the first and fifteenth days of January, March, May, July, September and November, for the two (2) month period ending on the last day of the preceding month.
         b.   Late Charges: A late charge equal to twenty percent (20%) of the service charge shall be added to any bill paid after thirty (30) days after the date of mailing. In the event charges for garbage services are not paid within thirty (30) days after the date of mailing, such charges shall be deemed and are hereby declared to be delinquent. The Village Treasurer shall indicate on the bill the date after which the late charge will be assessed.
         c.   Combined Billings: Billings for such services may be combined with billing for water service charges or sewer service charges, if applicable, and payment of combined billing shall be applied first to sewer service charges, then to garbage collection charges, and finally to water services charges 1 .    C.   Scavenger Service; Contract Directly: The owners or residents of a multiple-family residence may contract directly with the scavenger service with which the Village has contracted to provide garbage disposal services for the multiple-family residence. The owner or residents contracting directly with the scavenger service shall notify the Village, in writing, that they have done so, which notification shall be countersigned by the scavenger service. If the garbage disposal service is contracted directly with the scavenger service by the residents of a multiple-family residence, all residents must join in said contract in order to be relieved from payment of charges above set forth. Upon receiving said notification, the Village will thereafter not be responsible for providing garbage disposal service or handling the billing therefor. Upon any such contract being terminated, the Village shall be notified by the owners or residents who made the initial contract, that the contract is terminated and the Village garbage disposal services should be renewed.
