1-5-1: ELECTION; TERM; QUALIFICATIONS:
   A.   Village President: The Village President shall be elected for a term of four (4) years, and shall serve until his or her successor is elected and qualified, as provided by statute.
   B.   Board Of Trustees: The Board of Trustees of the Village shall consist of six (6) members and shall be elected to office as provided by statute. The Trustees shall serve four (4) year terms, which shall be staggered as provided by 65 Illinois Compiled Statutes 5/3.1-25-5.
   C.   Qualifications: A person is not eligible for the Office of Village President or a member of the Board of Trustees unless that person is a qualified elector of the Village and has resided in the Village at least one year next preceding the election, as provided by 65 Illinois Compiled Statutes 5/3.1-10-5. 1-5-2: VILLAGE BOARD MEETINGS:
   A.   Regular Meetings:
      1.   The President and Board of Trustees shall meet in regular session for the purpose of conducting the business of the Village on the second and fourth Wednesdays of each and every month, at the hour of seven thirty o'clock (7:30) P.M., at the Village Hall.
      2.   In every case where the regular meeting, as scheduled above, falls on a legal holiday, the regular meeting shall be held on the day following such holiday.
      3.   The Village Clerk is directed to post a public notice of the change in regular meeting dates as designated in this section, at the Village Hall, and to furnish a copy of same to the "Monee Monitor". (Ord. 876, 10-11-1995)
   B.   Special Meetings:
      1.   Special meetings may be called by the President or by any three (3) members of the Board by written request or notice being filed with the Village Clerk at least seventy two (72) hours prior to the time specified for such meeting.
      2.   At least forty eight (48) hours' written notice of such special meeting shall be given by the Clerk, which notice shall specify the time and purpose of such meeting and shall be delivered to each member of the Board personally, if such member can be found, and if such member cannot be found, then by leaving a copy of such notice at the home of such Board member in the presence of an adult member of the family of the Trustee.    C.   Open Meetings: All meetings of the Board shall be open to the public, except executive sessions thereof, pursuant to 5 Illinois Compiled Statutes 120/1 et seq. (1999 Code)
   D.   Recording Of Closed Sessions:
      1.   A verbatim record shall be kept of all meetings of the Corporate Authorities of the Village of Monee or any subsidiary "public body" (as defined by the Illinois Open Meetings Act 1 ) of the Village which are closed to the public. The verbatim record shall be in the form of an audio or video recording. In addition, minutes shall be kept of all closed meetings in the manner required by the Illinois Open Meetings Act. Minutes of closed meetings shall be placed before the Corporate Authorities of the Village of Monee or the subsidiary body, as the case may be, for approval as to form and content as soon as practicable following the closed meeting. The clerk, or his/her designee, shall securely maintain the verbatim recordings and minutes of all closed sessions of the corporate authorities of the village of Monee and all subsidiary public bodies of the village.
      2.   At the beginning of each closed session, those present shall identify themselves by voice for the audio recording. If the meeting is videotaped, at the beginning of the meeting, those present shall individually appear on camera and identify themselves by voice. The president or chair of the subsidiary public body of the village shall also announce the times the meeting commences and ends at the appropriate points on the recordings.
      3.   At the first regular board meeting of the corporate authorities of the village of Monee in February and August, the agenda shall include the following item: "Review of the minutes of all closed sessions that have not yet been released for public review, and determination of which, if any, may then be released". Minutes or recordings shall not be released unless the corporate authorities of the village of Monee find that it is no longer necessary to protect the public interest or the privacy of an individual by keeping them confidential. As to any minutes or recordings not released, the corporate authorities of the village of Monee shall find that the "need for confidentiality still exists" as to those minutes or recordings. The village attorney shall prepare a recommendation for the corporate authorities of the village of Monee regarding the release and nonrelease of the respective recordings and minutes. Minutes of closed sessions shall be kept indefinitely.
      4.   At the first regular board meeting of the corporate authorities of the village of Monee in February and August, the agenda shall include the following item: "Authorization for destruction of verbatim recordings of closed sessions". The village clerk shall present a list to the corporate authorities of the village of Monee of the dates of closed sessions where:
         a.   A verbatim recording exists;
         b.   The corporate authorities of the village of Monee have approved the minutes of the closed meetings as to form, regardless of whether the minutes have been released for public review; and
         c.   There have been more than eighteen (18) months since the date of the closed meeting.
The corporate authorities of the village of Monee shall consider whether to authorize destruction of the verbatim recordings of those meetings. When ordered by the corporate authorities of the village of Monee, the village clerk shall destroy the recordings of that closed meeting in a suitable manner. (Ord. 1264, 11-12-2003)
