The following words shall have the following meanings for the purpose of this chapter:
ALCOHOL: The product of distillation of any fermented liquid, whether rectified or diluted, whatever may be the origin thereof, and includes synthetic ethyl alcohol. It does not include denatured alcohol or wood alcohol.
ALCOHOLIC LIQUOR: Alcohol, spirits, wine, and beer and every liquid or solid, patented or not, containing alcohol, spirits, wine or beer and capable of being consumed as a beverage by a human being.
BEER: A beverage obtained by alcoholic fermentation of an infusion or concoction of barley or other grain, malt, and hops in water, and includes, among other things, beer, ale, stout, lager beer, porter and the like.
CANNABIS: As defined in the compassionate use of Medical Cannabis Pilot Program Act effective January 1, 2014.
FIREARMS: Any device by whatever name known, which is designed to expel a projectile or projectiles by the action of an explosion, expansion of gas or escape of gas; including, however:
A. Any pneumatic gun, spring or B-B gun which expels a single globular projectile not exceeding eighteen one-hundredths of an inch (0.1811) in diameter.
B. Any device used exclusively for the signaling or safety and required or recommended by the United States Coast Guard or the Interstate Commerce Commission.
C. Any device used exclusively for the firing of stud cartridges, explosive rivets or similar industrial ammunition in the building and/or construction process.
D. Model rockets designed to propel a model vehicle in a vertical direction.
E. Flare gun, nail gun, and rivet gun.
PERSON: Any individual, firm, trust, estate, partnership, corporation, joint venture, company, receiver, legal representative, or other similar entity.
RETAIL DEALER: Any person who is engaged in the business of selling alcohol, tobacco, firearms, titled personal property, cannabis in the Village to a purchaser for the purchaser's use and consumption and not for resale in any form. Includes any person who grows or manufactures cannabis or cannabis products.
SPIRITS: Any beverage which contains alcohol obtained by distillation, mixed with water or other substances in solution, and includes brandy, rum, whisky, gin or other spirituous liquors, and such liquors when rectified, blended or otherwise mixed with alcohol or other substances.
TITLED PERSONAL PROPERTY: Shall include but is not limited to automobiles, motorcycles, farm equipment, or other similar property which is conveyed, sold, assigned, or transferred via a Certificate of Title or bill of sale.
TOBACCO PRODUCTS: Any substance containing tobacco leaf including but not limited to cigarettes, cigars, pipes, snuff, chewing tobacco or dipping tobacco.
TRANSACTION PROCESSING FEE: A process fee shall be due the Village for each transaction including the products described herein.
VILLAGE: Village of Monee, Will County, Illinois.
WINE: Any alcoholic beverage obtained by fermentation of the natural contents of fruits or vegetables containing sugar, including such beverages when fortified by the addition of alcohol or spirits, as above defined. (Ord. 1699, 11-12-2014, eff. 1-1-2015; amd. Ord. 2007, 7-13-2022)
