§ 51.19 PERMISSION REQUIRED TO DEPOSIT IN PRIVATE RECEPTACLE.
   No person shall deposit garbage into private garbage receptacles without the owner's permission.

§ 51.20 DEPOSIT IN CITY-OWNED RECEPTACLES UNLESS FOR PUBLIC USE.
   No person shall deposit garbage into public garbage receptacles, except those public receptacles designated as public receptacles for garbage collection.

SOLID WASTE; DUMPSTERS
§ 51.30 SOLID WASTE DISPOSAL.
   (A)   The City Council has contracted at a set rate with a private approved solid waste collector on behalf of all the residents and businesses of the city.
   (B)   All residences and businesses within the city corporate limits shall be charged a waste collection fee.
   (C)   Enforcement of nonpayment of the waste collection fee by the city shall be by the city's right to discontinue water service to the residence or business.
   (D)   Any business that the city has not contracted on behalf of shall provide the city with sufficient evidence that the business has contracted privately with an approved solid waste collector.

§ 51.31 PROPERTY OWNER TO MAINTAIN DUMPSTER.
   All dumpsters located within the city shall be maintained in a safe and sanitary condition and shall be cleaned by the owner of the property upon which the dumpster is located as often as may be necessary to prevent the dumpster from becoming malodorous. Litter and debris shall not be allowed or permitted to accumulate around the dumpster, and all refuse shall be deposited in a manner as to prevent it from blowing out of the dumpster. Dumpsters with ragged edges or serious rust problems will not be permitted.

§ 51.32 HOT EMBERS, COALS AND HAZARDOUS WASTE PROHIBITED.
   Ashes containing hot embers or coals shall not be placed in dumpsters. No waste requiring special handling shall be placed in dumpsters.
