No person, except the Director of Public Service or an employee in his or her Department directed by him or her to do so, the Director of Public Utilities or an employee in his or her Department directed by him or her to do so, and members of the Division of Fire when directed by an officer of the Division to do so, and only for the purposes of testing or using a fire hydrant in fire-fighting operations, shall open or attempt to open any fire hydrant in the City or obtain water or attempt to obtain water therefrom.

No person shall empty, discharge or dump, or permit to be emptied, discharged or dumped, gasoline, oil, kerosene or other volatile liquid or substances into any sewer, or into any manhole, catch-basin or any other part of the sewerage system of the City, or shall empty, discharge or dump or permit to be emptied, discharged or dumped, gasoline, oil, kerosene or other volatile liquid or substance onto the surface of the ground or elsewhere so that it will, by force of gravity, flow or seep into such manhole, catch-basin or other part of the sewerage system.

No person shall offer, sell at retail, loan or give to any retail dealer or any other person located within the City, any balloon made of paper to which may be attached a burning light or flame. No person shall cause to ascend any such paper balloon to which is attached a burning light or flame.

(a) Whoever violates § 1612.01 is guilty of a minor misdemeanor and shall be fined not more than one hundred dollars ($100.00).
(b) Except as provided in division (a) hereof, whoever violates or fails to comply with any of the provisions of this chapter is guilty of a misdemeanor of the second degree and shall be fined not more than seven hundred fifty dollars ($750.00) or imprisoned not more than 90 days, or both.
