No person, except the Director of Public Service or an employee in his or her Department directed by him or her to do so, the Director of Public Utilities or an employee in his or her Department directed by him or her to do so, and members of the Division of Fire when directed by an officer of the Division to do so, and only for the purposes of testing or using a fire hydrant in fire-fighting operations, shall open or attempt to open any fire hydrant in the City or obtain water or attempt to obtain water therefrom.
