All applicants must be citizens of the United States or have legally declared an intention of becoming a United States citizen.

(a) Police Department Applicants. Applicants for examination for the Police Department must have attained the age of 20 years and no person shall be eligible to receive an original appointment before he has attained the age of 21 years. No person is eligible to receive an original appointment as Police officer on and after the person's thirty-sixth birthday.
(b) Fire Department Applicants. Applicants for examination for the Fire Department must have attained the age of 20 years and no person shall be eligible to receive an original appointment before he has attained the age of 21 years. No person is eligible to receive an original appointment as Firefighter on and after the person's thirty-sixth birthday. Applicants must possess state certification as an Emergency Medical Technician-Paramedic or be actively enrolled in the paramedic training program. All candidates appointed on or after June 1, 1991 must possess state certification as an Emergency Medical Technician-Paramedic.
(c) Application Blanks Furnished. The Commission shall require persons applying for an examination for original appointment to file with the Commission, within reasonable time prior to the examination, a fully completed application, the form and content of which shall be prescribed by the Commission.
(d) Completion of Application Blanks. Application blanks must be filled out in ink or be typed and shall be completed and signed by the applicant, in his own handwriting, and filed in the office of the Commission within the time limit fixed by the Commission for the particular examination.
(e) Filing Fees. A filing fee, to be established by the Civil Service Commission, shall be paid by all persons filing an application for examination to receive an original appointment to the Police or Fire Departments.
(f) Rejection of Application. The Commission may remove from further consideration at any time the application for original appointment of an applicant who:
(1) Lacks any of the minimum qualifications set forth in the official class specifications;
(2) Is not within the prescribed age limits;
(3) Has made false statements of any material fact or practiced, or attempted to practice, deception in his application;
(4) Has been certified to a previous eligible list and subsequently disqualified by the Commission in accordance with Section 159.07(h).
(5) After notification, did not promptly present himself at the time and place designated for the examination;
(6) Was disqualified for appointment through the examination process after having been certified to the immediately preceding certified eligible list for the same classification except that an applicant disqualified for medical reasons only may compete upon presentation of medical evidence that the disqualifying factors have been corrected.
