1359.01 CREATION AND PURPOSE OF CONSERVATION EASEMENT COMMISSION.
   There is hereby created a Land Conservation Easement Commission which is empowered to review and recommend for acceptance by the City such interests in real property as will ensure conservation of real estate in its natural physical and vegetative state in perpetuity. The Commission may also publicize its role and the availability of conservation options to landowners within the City. The Commission shall review proposals for the donation of an interest in real property to the City for purposes of conservation with the following as guiding principles:
   (a)   The protection and preservation of:
      (1)   Areas to reduce and/or reverse air, noise, heat, and chemical pollution,
      (2)   Scenic areas that enhance the visual appearance of the community and will thereby stabilize and enhance property values, and
      (3)   Such other areas as will permit passive recreation and have beneficial impacts on the community’s overall character and quality of life; and
   (b)   The protection and preservation of environmentally sensitive areas, including wildlife thereon.
