No person, except a registered house mover, shall move any building over, upon or across any street or alley or from one location to another within the limits of this City. Every person desiring to engage in such business shall annually obtain a certificate of registration therefor from the Chief Building official as provided in Chapter 1307. No such certificate of registration shall be issued until the party applying therefor shall, in addition to the other requirements for such registration, furnish bond in the sum of $25,000 with good and sufficient sureties to the approval of the City, conditioned that such party will pay all damages to the property of the City or of other persons, caused by, or in any way growing out of, the moving of any building in this City, or the occupancy of any street or alley by such building or the equipment used in connection with such operations and will pay all damages for injury to or death of any person or persons arising from such moving or occupancy, will indemnify and save harmless this City from all liability, loss, damages and expenses of every nature growing out of such moving or occupancy, and will in all respects strictly comply with the conditions of such license and the conditions of any permit which may be issued as hereinafter provided.
Nothing contained in this section shall apply to the moving of any building, the width of which is not more than 8' and which is not more than 99 square feet in floor area and which does not exceed 12' in width when loaded for transport.
Each such registration issued by the Chief Building Official shall be revoked by him for fraudulent use thereof or continued violation of any of the provisions of this section.

No person shall move any building or structure without applying for and obtaining a permit from the Chief Building Official for such purpose and shall, at the time such permit is issued, pay a fee of $25.00 and shall pay an additional fee of $25.00 for each day or portion thereof beyond the first day during which such building or structure occupies a public street or way in this City.
No permit shall be granted for the moving of any building or structure to a location where it would be in violation of any of the ordinances of the City relating to the erection, location or occupancy of buildings or structures.

(a) The Public Works Director shall, when any building or structure is proposed to be moved over or along any street or public way in the City, designate the streets or other public places to be used in the moving of such building or structure, together with the time which such building or structure may remain upon the street or other public place, and it shall be unlawful for any person to take a different route than the one designated in such permit or to allow a building or structure to remain in the streets or public places a longer time than so designated.
(b) Whenever it shall be necessary to interfere with wires or cables of a public utility in moving a building, the terms of any special ordinance governing shall apply and the bond therein specified shall be given. If no such terms apply, then the Public Works Director shall estimate the expense of fixing wires and the bond to be given to cover this expense.
(c) No building or structure shall be permitted to be in any street or alley, or part thereof, from 30 minutes before sunset to 30 minutes after sunrise, unless specific permission has been granted by the City. Such permission shall be subject to such conditions as may be established to adequately ensure safety during such a move.
